Osceola School District Earns High Credit Ratings from Moody’s and Fitch

Osceola County School District has yet again proven its ability to maintain strong financial management and forward-thinking planning, resulting in obtaining high credit ratings from Moody’s and Fitch for its upcoming bond issue.

Moody’s Ratings has assigned an initial Aa2 rating to the district’s approximately $109.6 million Capital Outlay Sales Tax Revenue Bonds, Series 2025. In addition, Moody’s affirmed the district’s Aa2 issuer rating and Aa3 lease rating on its outstanding certificates of participation (COPs).

According to Moody’s, “The stable outlook is a reflection of Osceola County School District’s sound financial position and historically positive performance supported by conservative budgetary practices. It also reflects ongoing economic growth within the county which we expect to continue as the district contends with significant capital needs related to future enrollment.”

In addition to Moody’s high ratings, Fitch Ratings expressed confidence in the district’s financial foundation. Fitch assigned an ‘AA’ rating to the 2025 sales tax revenue bonds and cited the bond structure’s solid ‘aa’ resilience assessment, highlighting the district’s strong debt service coverage and healthy revenue cushion—even in the face of economic downturns. Lastly, Fitch noted expectations for long-term revenue growth that are projected to outpace inflation, supporting an ‘aa’ growth prospect assessment.
